'Development' comes to the Enxet
Short extract from a BBC Correspondent programme on a 14 million EU
'development' project in the Paraguayan Chaco called PRODECHACO. The
project was supposed to benefit the region's Enxet Indians. After
lobbying by Survival, the project was made conditional on the Enxets'
long-standing land claims being recognised first. However, the European
Commission pushed the project ahead anyway, despite the fact that most
communities had no land - an essential pre-condition to any
meaningful development. The results have been predictable.
